What is it going to take for you to admit that many of the churches and officers pushing boundaries on these issues aren't doing so in good faith? It's not confusion. It's not misguided good intentions. It's being disingenuous about disagreements with the Westminster Standards and BCO.
The existing rules are entirely sufficient to discipline churches that choose to flout their commitments in the ways you describe--assuming enough Sessions and Presbyteries can muster the will to bother.
The fact that they can't doesn't encourage optimism about the utility of such overtures. This is a waste of time.
